Doug has 20 years of experience in the fields of stormwater and surface water quality management. He has managed teams in support of numerous and various stormwater and natural resource studies. He oversees projects for federal, state, and local clients with regard to MS4 program support, non-point source pollutant mitigation, BMP design, LID design, drainage design, and hydrologic analyses.
Doug has experience assisting local staff with policy interpretations and stormwater program administration for regulatory compliance. He’s developed technical criteria for the Chesapeake Bay Preservation Act/ TMDL implementation and provided statewide guidance related to stormwater and water quality management. He frequently conducts training workshops in the fields of LID, drainage design, BMP design, nutrient trading, and retrofit implementation. Doug has served on technical advisory committees with governments to assess and update stormwater program processes and ordinances.
