Lacombe Main Street Program

In the Summer of 2015, the City of Lacombe discovered the sanitary sewer along 50th Avenue was in urgent need of repair. Unfortunately, to replace the sanitary sewer, the main street through the historic downtown needed to be closed during construction. To limit disruption to the area, the City took a proactive approach.

We completed a sanitary sewer model for the entire City, a traffic impact assessment specific to the downtown core, and a review of potential downtown parking improvements. Throughout the design process, local businesses and stakeholders were routinely engaged for feedback. Plus, two business leaders were invited to join the design team and provide input on how the design could improve downtown. Together, the team developed a project charter outlining mandatory project requirements, must haves, nice to haves, and items to be added should budget allow.

In the Fall of 2016, a contractor was brought on to the design team with the option to carry forward and complete construction in the Summer of 2017. The City and our team developed this alternative procurement strategy to mitigate risks, improve construction efficiency, minimize disruption to businesses, and control project costs. Substantial completion was accomplished in October 2017, on schedule and under budget.?
