Developing a master plan and environmental remediation of a former brownfield site

Anchorage Park Brownfield Redevelopment

Although occupied by an out-of-service wastewater treatment plant, water tower, dredge material piles, and boat and RV parking, Anchorage Park still had tremendous appeal for development of its waterfront location. However, previous activity on the site indicated it most likely was contaminated. We were engaged by the Treasure Coast Regional Planning Council as the brownfields consultant to oversee the site¡¯s assessment and remediation for development into much-needed community recreation space.

Grant funding from five different agencies provided impetus to proceed with a master plan for the entire park, with a phased approach to match available funds. Our role included Phase I and Phase II assessments, lead and asbestos surveys, tank closure, petroleum contaminated sludge removal, and quality assurance and programmatic support. Additional funding was secured through the Environmental Protection Agency¡¯s (EPA) Brownfields Cleanup Revolving Loan Funds.

Public consultations produced a ¡°wish list¡± for park amenities including fishing piers, a dog park, observation areas, a boat-wash, sports courts, restrooms, open play areas, and an amphitheater. Other priorities for the park include upgrades to the seawall and the protection of waterfront seagrasses and other natural features. When complete, Anchorage Park will be back on the map as a place people want to be.?
