Caritas Village Environmental Impact Report

In 2019, almost 3,000 people in Sonoma County experienced homelessness, with more than 21,000 residents just one crisis away. Catholic Charities of the Diocese of Santa Rosa and Burbank Housing Development Corporation jointly applied to the City of Santa Rosa to develop a full city block that includes a comprehensive family and homeless support services facility¡ªCaritas Village.

Community residents were concerned due to the project¡¯s location within a historic district that already experiences challenges from the growing homeless. Our team was engaged to analyze this controversial project and deliver an Environmental Impact Report (EIR) including mitigation measures to ensure the project¡¯s consistency with City standards and plans. Measures included high efficiency air filtration units to minimize the project¡¯s vulnerable population exposure to air pollution from the adjacent freeway, salvage reports, public report documentation, and incorporation of interpretative materials. This allowed us to address significant impacts to two historic-eligible listing properties¡ªmodified roundabouts were proposed that would meet standards while minimizing impacts to the site layout.

Our innovative and thoughtful approach led to the EIR being recommended for approval and certified unanimously by the City Council and Planning Commission.
