City of Lowell Transit Oriented Development Zoning Overlay
Anticipating new legislation that will require all train-connected communities to have at least one zoning district near their station for multifamily housing, the City of Lowell wanted to create a proactive transit-oriented development (TOD) plan. The goal of this legislation and plan? Encouraging new units in walkable neighborhoods near transit to address housing, transportation, and climate goals.
The City brought us in to complete their TOD plan for the neighborhoods surrounding Lowell¡¯s Gallagher Transportation Terminal, an inter-modal station serving Massachusetts Bay Transport Authority (MBTA) commuter rail and Lowell Regional Transit Authority (LRTA) buses.
We carefully assessed land uses, market feasibility, potential ¡°test-fit¡± sites, public realm needs, and mobility deficiencies within the walkshed. That inventory led to clear strategies for density increases and integrated multimodal enhancements that meet the goals of the legislation without overburdening existing neighborhoods. We grounded our recommendations in a market analysis supported by three conceptual site redevelopments and a district parking strategy that helps reduce the burden for new development.
Our zoning overlay meets requirements mostly through the redevelopment of underused sites, and¡ªif put into practice¡ªwill help the City of Lowell meet the upcoming legislation while providing a walkable, transportation-positive community near their busy terminal.
