MSDGC Capital Investment Planning and Asset Management Improvement

The Metropolitan Sewer District of Greater Cincinnati (MSDGC) set out to create a strategic plan that would focus on enhancing their implementation of systems, tools, processes, and procedures. They also wanted to establish a revised delivery system within their stormwater overflow reduction program¡¯s Capital Improvement Plan. MSDGC engaged our team to provide asset management support through various services such as strategy and planning, training, change management, and staff augmentation.

One of our initial tasks was to form a cross-divisional asset management team responsible for project coordination, data availability, prioritization, alignment, and budget controls. We worked closely with MSDGC to examine their current asset management strategy and develop metrics to assess and benchmark performance at the utility level. This included integrating organizational and asset-level performances to establish a clear understanding of outcomes.

Currently, we¡¯re in the process of creating and implementing a project prioritization system to guide budget and resource allocation decisions. We are also actively working on enhancing MSDGC¡¯s project delivery system and funding strategy.

Annual goals for this six-year-long project revolve around facilitating the successful development and implementation of the program, which will reduce life cycle costs of assets while meeting established levels of service and regulatory requirements. By identifying risks and needs proactively, MSDGC¡¯s efforts will assist the community in preventing failures that could pose threats to public health and safety or harm the environment. This practical approach will also help in avoiding expensive repairs that would otherwise be reactive in nature.
