New Bern Avenue Station Area Planning

With a growing population, the City of Raleigh set out a 20-mile transit improvement plan to support sustainable transit and address equity issues along four distinct corridors in Raleigh. The City looked to our team to help them with the first corridor of this transformational plan, New Bern Avenue.

A central spine in East Raleigh, this corridor connects six unique neighborhoods to commercial, institutional, and mixed-use areas. Our team facilitated a land use and development planning process guided by the city¡¯s Equitable Transit-Oriented Development Playbook, and identified recommended zoning changes, new or expanded housing affordability and equity programs, urban design strategies, necessary first/last mile safety improvements and mobility hubs, and other related considerations that will further support the investment of bus rapid transit along New Bern Avenue.

We helped the City review and determine where to apply a new transit-oriented development overlay district zoning classification that defined the allowable mixed-use development types, densities, number of stories, and allowable bonus density stories for properties along the corridor. This new investment in rapid transit poises the communities along New Bern for new development and redevelopment.
