Pacheco Reservoir Expansion Project Funding Services

To address drought-related water shortages, the Santa Clara Valley Water District (SCVWD) is looking to implement the Pacheco Reservoir expansion project. It aims to provide increased emergency water supplies, protect infrastructure, and improve habitat for fish. Acquiring funding for a project of this type is critical, and the SCVWD reached out to us for help.

Partnering with SCVWD since 2018, we first assisted them with their $500 million Proposition 1 Water Storage Investment Program (WSIP) application. We¡¯ve also helped with SCVWD¡¯s Water Infrastructure Finance and Innovation Act (WIFIA) letter of interest for the Pacheco Reservoir expansion project. Currently, we¡¯re assisting SCVWD with the WIFIA Compliance Plan and supporting the development of compliant procurement practices. Additionally, we helped SCVWD secure a $41 million Safe, Clean Water Program loan and a $75 million loan for the Anderson Dam Seismic Retrofit as part of the project.

These successful efforts have led to a growing partnership to provide additional funding services for new projects addressing climate change and population growth. We¡¯ve assisted credit negotiation, technical due diligence, and environmental review processes for over $2 billion in multiple WIFIA master credit and associated loan agreements. Our team has also developed several other SCVWD applications for the U.S. Bureau of Reclamation, Federal Emergency Management Agency (FEMA), California Department of Water Resources, and California State Coastal Conservancy grant programs.

With these investments and programs secured, SCVWD can continue to provide Santa Clara County with a safe, clean, and reliable water supply into the future.
